Die Frage, ob Normtexte in Anführungszeichen gesetzt werden müssen, ist nicht facheinheitlich beantwortet. Die Tendenz geht dazu, dass eine Quellenangabe genügt und Anführungszeichen nur dann erforderlich sind, wenn der genaue Wortlaut eines Normtextes Gegenstand der Auseinandersetzung ist. Auch Judikatur muss bei wörtlicher Übernahme nicht in Anführungszeichen gesetzt werden, die Verwendung des Konjunktivs 1 ist zur Abgrenzung zum übrigen Text allerdings erforderlich.
